Paula J. Phillips, Esq.
Paula J. Phillips is Shareholder and Litigation Chair at Phillips Perez, P.A. An experienced civil litigator and trial lawyer for twenty-five years, her practice includes a diverse subject matter, including trucking law, aviation, franchise law, consumable goods, construction, first and third party insurance coverage and claims defense, professional malpractice, premises liability, personal injury, complex commercial subrogation litigation and appeals. She has been admitted to practice in all Florida courts, along with the United States District Courts for the Southern, Middle and Northern Districts of Florida and the United States Circuit Courts of Appeal for the Tenth and Eleventh Circuits.
Some highlights of Ms. Phillips' career include serving as co-counsel to the late F. Lee Bailey during her first year as a public service lawyer. Thereafter, as an associate with Anania Bandklayder, Ms. Phillips defended Valujet in litigation arising from the catastrophic crash in the Florida Everglades. During her five years with Hinshaw & Culbertson, she represented Lucent Technologies (later Agere Systems, Inc.) on behalf of a 12-carrier insurance market seeking subrogation of a catastrophic chemical spill. Most recently, as part of her pro bono service, Ms. Phillips had the opportunity to argue before the Hon. Neil Gorsuch in his prior capacity on the United States Circuit Court of Appeals for the Tenth Circuit in Denver, before his appointment to the United States Supreme Court.
She recently prevailed in a Circuit Court Appeal requiring insureds to seek relief before the Office of Insurance Regulation prior to bringing lawsuits related to premium refunds. Some of her notable past and present clients are Quiznos, Dunkin’ Donuts, BP, Shell Oil, American Airlines, Delta Airlines, and Citizens Property Insurance Corporation.
Prior to founding Phillips Perez, P.A., Ms. Phillips served as Chair of the Insurance Litigation Division at Zumpano Castro, LLC from January 2013 to October, 2017. Prior to that, she was a senior associate at Cole Scott & Kissane from 2008 to 2013, during which she was appointed as chair of the First Party Property division in the Fort Lauderdale office.
Ms. Phillips has been certified by the Florida Department of Financial Services to teach continuing education courses for insurance adjusters and attorneys.
Ms. Phillips is devoted to community service. Through the Florida Legal Aid Clinic, she provides free legal advice in the areas of guardianship and family law to indigent clients. She is also active in the Miami-Dade Commission on Ethics and Public Trust, Ethical Governance Program, and serves as parliamentarian to various organizations. She is currently serving a two-year appointment on the Florida Bar Grievance Committee for the 11th Circuit. She also enjoys participating in marathons and triathlons, and, true to her Oklahoma roots, cooking and candy-making.

Alejandro Perez, Esq.
Alejandro “Alex” Perez is the Chair of the Firm’s First and Third Party Property Litigation division. He focuses primarily on representing insurance carriers in first party property insurance litigation, insurance coverage disputes, and defending homeowners as appointed counsel. In addition to his litigation expertise, Mr. Perez has handled numerous appeals in a variety of substantive areas, many of which have resulted in published opinions.
Mr. Perez earned his undergraduate degree at St. John’s University in Psychology, where he graduated summa cum laude. His achievements won him invitations to the Skull & Circle Honor Society and the Golden Key National Honor Society. He moved on to Seton Hall University School of Law, where he was a member of the Moot Court Board and graduated cum laude. Following law school, he served as law clerk to the Hon. Dennis M. Cavanaugh, United States District Judge for the District of New Jersey.
Mr. Perez is licensed to practice law in Florida, New York, and New Jersey, and has been admitted to the United States District Court for the Southern, Middle, and Northern Districts of Florida and the District of New Jersey. He has also been admitted to practice in the United States Court of Appeals for the Eleventh Circuit and the District of Columbia Circuit.

Ammna Ahmed, Esq.
Ammna Ahmed is an Associate Attorney with Phillips Perez, P.A. Her diverse litigation background ranges from first-party property insurance claims, insurance coverage issues, insurance defense and plaintiff representation in various civil litigation disputes.
Ms. Ahmed is originally from Miami, Florida and was raised in Orlando, Florida where she attended the University of Central Florida, receiving a Bachelor of Arts in Philosophy and a minor in Business Administration. Ms. Ahmed went on to receive her Juris Doctor from the Florida A&M University College of Law in Orlando, Florida. While in law school, Ms. Ahmed served as President of the Marshall Bell Law Society and Vice President of the American Civil Liberties Union. She was also an environmental law and constitutional law research associate alongside serving as a legal intern with the in-house counsel of a software company.
Prior to joining Phillips Perez, Ms. Ahmed worked at Cole, Scott & Kissane, P.A. and Garganese, Weiss, D’Agresta & Salzman, P.A. in their first party property department. Thereafter, she served as an associate for two Plaintiffs firms handling diverse matters related to civil litigation including real estate, insurance disputes and personal injury suits on behalf of the insured and homeowners.
Ms. Ahmed is admitted to practice law in all Florida State courts and in her free time, she enjoys entertaining family and friends, baking, traveling and spending time with her fiancé and puppy.

Tiffany Basdeosingh, Esq.
Tiffany Basdeosingh is an analytic, adaptable, and energetic litigation attorney handling first party property damage claims. She has represented numerous carriers in first party insurance defense matters, permitting her significant insurance defense litigation experience. Her areas of focus include complex hurricane, wind, flood, water, mold, and bad faith claims.
Ms. Basdeosingh graduated from the University of Central Florida in 2013 with a Bachelor of Arts in Legal Studies and a minor in Sociology. During her time as an undergraduate, she was the chapter president of the National Black Law Student Association and served on various boards throughout the college and local community. She pursued and obtained her Juris Doctor degree in 2017 from Florida State University College of Law. During law school, Ms. Basdeosingh partook in the Children's Advocacy and Family Law Clinics, both of which served local impecunious community members. Prior to graduation, she obtained the Book Award for an upper level research paper focusing on human trafficking in South Florida. Thereafter, she was admitted to the Florida Bar and went into civil litigation.
Ms. Basdeosingh considers herself a South Florida native. In her free time, she enjoys traveling, dancing, and spending time with family and friends.

Elizabeth Hunt Moore, Esq.
Elizabeth Hunt Moore is an Associate in the Firm’s Jacksonville office. She focuses her practice on personal injury defense and insurance coverage matters. Mrs. Moore was nominated and accepted into Lawyers of Distinction in 2022.
Mrs. Moore was born and raised in Jacksonville, Florida. Mrs. Moore attended law school as a Vicennial Scholar at Florida Coastal School of Law. While in law school, Mrs. Moore served as President of the Student Bar Association where she earned the SBA Contribution Award for Initiatives & Planning and the SBA Outstanding Service Award. Mrs. Moore also served as President of the FSCL Student Animal Legal Defense Fund chapter, earning the SBA Unity Award for collaborating with various organizations to bring together a more diverse group of students. During graduation, Mrs. Moore was honored to have been nominated by her peers to receive the Class of 2019 Student Recognition Award.
Prior to joining Phillips Perez, Mrs. Moore served as legal extern with Michael Huyghue & Associates, LLC, where she facilitated negotiations with clients and corporations, assisted in the management & promotion of charity events and book tours, and drafted contracts, press releases, sponsorship & endorsement agreements, and various marketing materials. Thereafter, she served as a junior associate in the personal injury and property divisions of Cole, Scott & Kissane, P.A., where she defended a wide variety of claims, from slip and fall to product liability. Thereafter, she served as an Associate with AndersonGlenn, LLP, where she managed a high volume of pre- and post-litigation matters in first party property, personal injury, and civil litigation cases, including taking and defending depositions, attending hearings and conferences, and negotiating on behalf of insurers in furtherance of potential settlement of matters drafted pre-mediation reports and statements, motions, pleadings, notices, orders, noncompliance letters, and pertinent settlement documents to further litigation, and analysis of relevant policies in order to ensure adequate defenses and/or coverages asserted.
Mrs. Moore is the Founder of the University of North Florida Law Society and served as Associate Justice of the Student Government. While in law school, she served as President of the Student Bar Association, Pro Bono Chair, Corporate and Business Law Society, and President of the Student Animal Legal Defense Fund. During her time there, she was recognized with numerous honors and awards, including the SBA Contribution Award for Initiatives & Planning; SBA Unity Award; and SBA Outstanding Service Award.
Outside of the law profession, Mrs. Moore serves as Volunteer Chair for the Young Professionals division of Beaches Habitat for Humanity. She enjoys beach days with her two Frenchies, Louis and Gio, and making travel plans with her husband.

Tara Leigh Scott, Esq.
Tara Leigh Scott has 20 years of experience in civil and criminal defense litigation matters. Tara specializes in civil and criminal defense litigation. Her background includes a variety of criminal defense, family law and general civil litigation matters.
Tara is a 1994 graduate of St. John’s University where she received a B.A., Summa Cum Laude, in criminal justice and a minor in international relations. To fulfill her minor in International Relations, Ms. Scott spent her junior year at the Technical University of Budapest in Budapest, Hungary.
Tara received her Juris Doctorate, Cum Laude, from the University of Miami School of Law in 1997. During this time, Tara attended the University College of London in London, England and studied international human rights issues. She co-authored an amicus curiae brief filed in the 11th Circuit Court of Appeals on behalf of a local human rights organization in Atlanta, Georgia.
Tara is a member of the Florida Bar, the New York Bar, Washington Bar, the USDC Southern District of Florida and the USDC Middle District of Florida.
Tara volunteers as a Guardian ad Litem for the 17th Judicial Circuit in Broward County Florida. She is a member of the Broward County Bar Association and the criminal law section.
